SALARY RANGE : $31,425 - 39,281 fulltime annual

POSITION TYPE: Non-exempt position

The Low Income Housing Institute (LIHI) develops and operates housing for people who are low-income and/or homeless, provides technical assistance to communities and other non-profits, and advocates for housing justice.

LIHI owns and operates apartment buildings for low-income families and individuals. Many of the complexes have community facilities including playgrounds, computer labs, and community rooms.  The Case Manager is responsible for primary case management of homeless families in transitional housing, establishing relationships with community referral agencies and their case managers and working at several LIHI properties to intervene in tenant crises, provide informal counseling to tenants as needed, provide information and referral assistance to tenants, and coordinate community-building activities.  This position will work in the North Seattle and Rainier Valley areas.

RESPONSIBILITIES:

Information and Referral/Case Management:

1.    Build effective relationships with tenants.

2.   Become knowledgeable of information and referral resources.  Provide information and referral to residents, including through distribution of written material.

3.    Informally assess tenants as to current level of social service needs.

4.   Offer case management for selected residents, either referred by building management as at risk of eviction or self-identified.

5.   Make referrals or initiate services to address mental health and substance abuse issues where possible.

6.  Coordinate with local agencies to provide services that meet the needs of LIHI residents.

7.   Work collaboratively with building management and Resident Services team to increase stability and retention of tenants in LIHI housing.

COMMUNITY BUILDING:

1.   Coordinate with agencies and volunteers to provide on- and off-site recreational/social activities for residents.    

2.   Initiate and encourage resident involvement in community-building activities, such as community meals, holiday celebrations and support groups.

3.   Produce needed written materials, including community newsletters.

4.   Contribute to the development of a community that values cultural diversity.

ADMINISTRATIVE:

1.   Participate in staff meetings and planning sessions.

2.   Report regularly to Director of Supportive Services on programmatic issues.

3.   Keep daily records of activities and contacts with tenants/agencies and case management records.

4.   Complete other records and reports appropriate to the position as directed by the Director of Supportive Services.

OTHER:

1.   Participate in public policy advocacy efforts including recruiting residents to attend public meetings and testify at hearings.

2.   Participate in fundraising for Resident Services by providing information and feedback for grant applications; and helping establish community contacts.

3.   Perform other related duties as required.

QUALIFICATIONS: 

1.    Bachelor’s degree in Social Work or related field or any equivalent combination of education and experience.

2.    At least two years experience working with homeless and low-income population, including persons with mental health disabilities and substance abuse problems.

3.    Current Washington State Counselor's Registration.

4.    Knowledge of local resources for homeless and low-income people.

5.    Ability to work well with community agencies and resources. 

6.    Excellent communication skills, both written and verbal.

7.    Commitment to social change through the empowerment of low-income people.

8.    Current Washington State driver’s license

9.    Computer experience.

PREFERRED QUALIFICATIONS (Lack of this qualification will not exclude a candidate): 

1.   Fluency in Spanish, Amharic, Somali or Vietnamese.
